Are talking a 28-30 Solex PICT or something more exotic?
If it is a Solex, and... you are convinced it is not electrical, and... you are sure it is not (somehow) fuel supply oriented (pump?), and... despite the fact you rebuilt the old carb, and... you replaced it with a "new" carb (assume China/Brazil/EMPI mediocre quality), and... the condition is unchanged.
I'd bite the bullet and get a rebuilt Solex from Volkzbitz. He produces carbs that work and are a thing of beauty. That should eliminate the carb issue. YMMV
