I know about that lower left number.
BUT, what Joe posted through the link at the top of the page (click on his plate info), NOT what is posted here, states July 9, 1964 was his production date. So, something doesn't jive.

July, 1964 would still be a '64 year Bus.

August 1st (or around that date) is the start of the new model year.
For example, august 1st, 1964 would be a 1965 model.

Since 65 is the first year where the year is in the vin too, a '65 would start with a "5". So that would be an easy way to see if you have a '64 or a '65.

But... It is possible that you could have a super late July 1964 Bus and it would be a '65. The M-code plate dates are usually when they started building it so sometime a Bus could be dated July 30th on the plate but it finished up in August and is a '65 model.
